PRIMARY RESPONSIBILITIES

Confers with Labor Relations to obtain union negotiated wage rates, oversees the input and maintenance of wage rates into the Authority's computerized payroll system, and reviews and validates entries ensuring accuracy and integrity of data.

Supervises the preparation of wage rate sheets for distribution to management, unions, and administrative staff in providing timely compensation information to employees and for use in adjusting employee pay according to contract provisions and rate progressions.

Plans, supervises, and monitors the bi-annual audit of all union wage rates, ensuring the accuracy, completeness, and integrity of wage rate information.

Supervises the updating, verification, and monitoring of database systems for non-exempt employees, dues deduction, and other financial matters.

Functions as subject matter expert for union contract interpretation regarding pay rules. Researches and responds to wage rate grievances, confers with Labor Relations on findings, and prepares responses. Works with Human Resources Department to resolve rate issues related to new hires or employee transitions.

Manages the day-to-day process for grievances or payroll discrepancies including developing and monitoring procedures and processes, reviewing and evaluating responses to wage rate complaints, assisting in the resolution of complex issues, and approving findings.

Reviews gross and guaranteed overtime reports each pay cycle for exceptions, unusual occurrences, and problem transactions and locates and corrects.

Validates and approves all calculations of back pay awards and vacation payout and buy back. Validates union vacation credit days before populating vacation hours for the upcoming plan year.

Hires, trains, develops, monitors, and evaluates performance of staff. Reviews and recommends personnel actions for approval.

MANAGEMENT RESPONSIBILITIES

CHALLENGES

  • Communicating with various departments within the Authority to ensure accurate wage rate information, transactions, and contract interpretation.
  • Maintaining a clear understanding of negotiation proposals and wage rate administration for all of the Authority's unions.


EDUCATION/EXPERIENCE REQUIREMENTS

  • Bachelor's degree in Accounting, Finance or Business Administration, or an equivalent combination of education and experience.
  • Three (3) years of payroll or wage administration experience, preferably in a multi-union environment.


PHYSICAL REQUIREMENTS

  • Requires sitting for extended periods of time, standing, visual acumen, manual dexterity, and fingering for working with computer key boards.

  • Service Area Requirement: Exempt (Non-Union) employees must live within the boundaries of the CTA Statutory Service Area either at the time of employment or within 6 months of beginning employment at CTA.


KNOWLEDGE, SKILLS, AND ABILITIES

  • Detailed knowledge of collective bargaining labor agreements pertaining to wages.
  • Detailed knowledge of wage administration.
  • Good oral and written communication skills.
  • Good analytical skills.

  • General office environment.

  • Standard office equipment.


Additional Details

Final salary will be determined in part by the qualifications of the selected candidate and may be higher or lower than target.
