Description

Are you looking to join a team that is ensuring that safety is built into Metro’s Capital Program? The Office of Safety Certification & Engineering (OSCE) is looking for an energetic candidate to assist in managing the Safety & Security Certification Program. This is a fantastic opportunity that involves planning, implementing, and coordinating tasks related to maintaining the Safety & Security Certification Program, as well as, collaborating with project managers, asset owners, and other stakeholders across Metro. 




The Safety Certification Program Coordinator is a key member of the Safety Certification team. The incumbent assists the Safety Certification & Engineering Manager in ensuring that system extensions, new and rehabilitated facilities and vehicles, and new and rehabilitated systems and equipment are operationally safe and secure for customers, employees, and the general public prior to being placed into use. This includes planning, implementing and coordinating tasks related to maintaining the Safety Certification Program and supporting the Safety Assurance aspect of WMATA’s Safety Management System (SMS). Responsibilities include the development and maintenance of program plans and procedures, safety reports, recommendations for modifications to procedures, and administering meetings.

 

ESSENTIAL FUNCTIONS

  • Effectively maintains the program plan and associated documents, corrective action plan monitoring, training development and administration, internal and external communication and coordination and administration of the Safety & Security Certification Review Committee (SCRC).
  • Assist in the development of safety certification training for WMATA staff and This includes safety curriculum development.
  • Communicates and interfaces with various departments within WMATA as well as external oversight agencies including the Federal Transit Administration (FTA) & Washington Metropolitan Safety Commission (WMSC) on Safety Certification activities.
  • Assists with the facilitation of the SCRC meetings, documentation management, training development and efficient workflow. This includes producing meeting minutes and presentations, administering voting process on safety certification documents and other administrative activities for the SCRC.
  • Anlyzes safety infractions and determines the appropriate corrective action that a department must take to address findings. Submits corrective actions and issues appropriate progress reports for senior management decision making as required.
  • Maintains program activities on program management tools (i.e. SharePoint).
  • Performs statistical analysis on safety data generate by the Program in order to evaluate its success and make changes accordingly.
  • Manages master databases (MetroDocs, Microsoft Teams Database, Procure, ).
  • Gathers, prepares and submits proper documentation for compliance with Federal and State reporting.
  • Monitors master listing of Safety Certification training
  • Develops safety-related work procedures and plans, based on research and observations of various WMATA projects undergoing safety certification, with appropriate review and sign-off by Safety Senior Management.
  • Develops various safety compliance reports for the review and decision-making, by senior
  • Ensures the inclusion of safety certification documentation on the department
  • Conducts compliance audits of the execution of Safety Certification Program within various WMATA projects, to ensure the mission and related processes of the program are being followed.

  • Attends all required departmental and agency-wide safety

KNOWLEDGE

  • Knowledge of WMATA’s program management best practices and
  • Demonstrated knowledge of program management principles, practices, strategies of administration, management and planning for large scale organization.
  • Advanced knowledge of Key Performance Indicators (KPIs) to determine success of programs and recommend areas of improvement.
  • Thorough knowledge of administrative functions

SKILLS

  • Organizational and coordination skills
  • Excellent oral and written communication skill
  • Skilled in the use of mainframe and PC technology, including databases, spreadsheets and graphics to safety applications, specifically Microsoft Office inclusive of Word, Excel, PowerPoint, Visio, Project, SharePoint and Outlook
  • Strong interpersonal skills and the ability to establish and maintain effective relationships with stakeholders including staff, and customers
  • Strong attention to detail and skilled at interpreting technical requirements and monitoring contractor deliverables
  • Leadership skills to head ad hoc groups and committees

ABILITIES

  • Ability to work independently and/or simultaneously on multiple projects and adhering to deadlines
  • Ability to work as an experienced professional that is capable of independently driving results with minimum direction and oversight
  • Ability to establish and maintain effective working relationships with individuals and departments across Metro.

MINIMUM QUALIFICATIONS

Education

  • Bachelor’s Degree in Business Administration, Safety, Engineering, Transportation, Program Management or a related field

Experience

  • A minimum, six (6) years of experience as a program coordinator/manager, preferably in a safety regulated environment, which includes development of data analytics, presentation and reports development and demonstrated problem resolution.

Certification/Licensure

  • Transit Safety & Security Professional’s Certificate (TSSP) or a Public Transportation Safety Certification Training Program (PTSCTP) Certificate within two (2) of hire

Preferred

  • Program Management Professional (PMP)
