Description

The Operations Program Coordinator assists with monitoring and reviewing service contracts with private transit providers for local, rural and express fixed routes and neighborhood circulators. Provides oversight of fixed route contract compliance through routine observations and system monitoring and works with contractors to improve overall performance to meet customer and Agency expectations. Assists with various projects related to scheduling, routing, on time performance, complaints, detours, special events, and all other operations related functions as required.
 
The Operations Program Coordinator shall contribute to team efforts and represents Agency core values in the performance of duties.

EXAMPLES OF DUTIES / KNOWLEDGE & SKILLS

Monitors and reviews service contracts with private transit providers for local and express fixed routes as well as neighborhood circulators; ensure contract compliance by routine system monitoring, auditing, performance analysis.
 
Participates in contract management through contract oversight and administration; and works directly with the contractor's personnel to improve overall performance to meet customer expectations.

Coordinates and leads meetings as necessary with contracted private transit providers to address transit related issues, needs and improvements.
 
Assists with the assessment of in-field conditions through ride checks and transit facility inspections.
 
Monitors complaints and contractor responses; and responds to member inquiries.
 
Assists with the review of all quarterly service changes and provides input and analysis on all recommendations.
 
Ensures contractor compliance with FTA Drug and Alcohol testing policies, ADA, Title VI Compliance.
 
Assists with the development and maintenance of the National Transit Database reporting requirements.
 
Acts as a resource by interfacing with customers in the field to provide information regarding detours and service changes, as needed.
 
Supports the emergency response detour plan as needed.
 
Coordinates with the contractor and internal staff relating to bus service changes and route schedules.
 
Participates in developing, implementing and maintaining program policies and procedures.
 
Monitors contractor reports (daily, weekly, and monthly) for accuracy and compliance; and prepare monthly compliance reports.
 
Participate cooperatively and effectively as a contributing team member.
 
Provide services to the public in a courteous and effective manner.
 
Daily tasks include administrative and office support, program delivery, data entry, and responding to requests for information.
 
Performs other duties of similar nature and level as assigned.

PHYSICAL DEMANDS / WORK ENVIRONMENT

The position in this class typically requires reaching, fingering, and grasping, talking, hearing, seeing and repetitive motions. Valley Metro complies with ADA/EEOC requirements with respect to reasonable accommodations for people with disabilities.
 
On occasion the incumbent in this position must be available to work weekends, odd and unusual hours and extended shifts; may be called back into the office in emergency situations.
 
Sedentary Work: Exerting up to 10 pounds of force occasionally and/or a negligible amount of force frequently or constantly to lift, carry, push, pull or otherwise move objects, including the human body. Sedentary work involves sitting most of the time. Jobs are sedentary if walking and standing are required only occasionally and all other sedentary criteria are met.



Requirements

Bachelor's Degree in Business or Public Administration or a related field and two (2) years of experience in operations administration, including experience in monitoring transit contracts; OR, an equivalent combination of education and experience sufficient to successfully perform the essential duties such as those listed below.
 
Licenses and Certifications:
Position requires: Valid Arizona Driver's License and the ability to maintain insurability under Valley Metro's Vehicle Insurance Policy.
 
Background Investigation: Employment is contingent upon the results of a background check.
